Foundation inspection in San Antonio: engineer or repair company?
Most San Antonio foundation repair companies offer a free inspection. It is a useful first look, but it is a sales visit from the company that would sell you the repair. A structural engineer's report costs money and comes from someone who is not selling piers. Knowing when you need which can save you from paying for a repair you do not need, or from under-repairing one you do.
What a free inspection gives you
A repair company's inspector usually measures floor elevations, looks at cracks, doors and the outside of the slab, and gives you a repair plan with a price. That plan is a quote. It can be accurate and still reflect the methods that company sells. Two or three free inspections give you a useful comparison, especially when the pier counts differ.
What an engineer's report gives you
A licensed structural engineer inspects the house and writes up what is moving, the likely cause, and what repair it needs. The engineer is paid only for the report. This Old House puts a structural engineer's report at $500 to $1,000.
| Free inspection from a repair company | Structural engineer's report | |
|---|---|---|
| Who does it | The company that would sell you the repair | A licensed engineer you hire |
| What it costs you | Usually nothing | $500 to $1,000 (This Old House) |
| What you get | A repair plan with a price | A written opinion on what is moving, why, and what repair it needs |
| Best for | Comparing two or three quotes | Buying or selling, quotes that disagree, a possible insurance claim |
An independent report is worth paying for when:
- You are buying or selling a house and need a neutral opinion.
- Your quotes disagree by thousands of dollars or by many piers.
- You think a plumbing leak caused the damage and may file an insurance claim. See whether insurance covers foundation repair in Texas.
- A company tells you the whole house needs piers when the signs point to one corner.
San Antonio requires an engineer on every repair anyway
Under the City of San Antonio's Information Bulletin 172, foundation repairs must be designed by, or done under the guidance of, a professional engineer licensed in Texas, and that engineer also inspects the finished work. The engineer signs an "Assumption of Engineer of Record" letter for the permit application and an Engineer's Inspection Letter to clear the inspection. The bulletin also mentions drainage away from the foundation and, for raised floors, crawl space ventilation and access.
The steps, from the city's bulletin:
- An engineer takes on the jobA professional engineer licensed in Texas signs and seals an "Assumption of Engineer of Record" letter for the repair.
- The permit application goes inThe property owner or a City-licensed residential building contractor applies online and uploads that letter. The bulletin says the applicant is typically the foundation repair contractor.
- The city reviews it and issues the permitAn application number is not a permit. Starting work before the permit is issued means a double permit fee.
- The repair is doneUnder the engineer's design or guidance.
- The engineer signs offThe engineer of record uploads an Engineer's Inspection Letter, which clears the city's foundation inspection.
So an engineer will be involved even if you never hire one yourself. The question to ask your repair company is who that engineer is. Some companies use an in-house or regular engineer. You can ask whether you may bring your own, and whether the engineer will look at drainage as well as the piers.
Questions to ask at any inspection
- Can I have a copy of the floor elevation readings?
- What do you think caused the movement?
- Where exactly would the piers go, and how deep do you expect them to reach?
- Is drainage part of the problem, and is it in the plan?
- Who is the engineer of record, and is their fee in the price?
- Will you run a plumbing leak test before and after the lift?
